Involving the community in court administered rehabilitation programs

Historical Background

Since 1959, some 7 million volunteers have been involved in thousands of court, mostly juvenile and misdemeanor.  This was based largely on research by the National Institutes of Health of a pioneer court using volunteers intelligently, intensely and on an individual basis in a well administered and highly accountable program.  This program reduced repeat convictions by 11-½ times.  Repeat convictions went from 270 to 23 per 100 probationers over five years.
